HJF is seeking an Instructional Designer/Media Producer to support the Office of the Vice President for Information and Education Technology/CIO located at the Uniformed Services University (USU) in Bethesda, MD. HJF provides scientific, technical and programmatic support services to the Office of the Vice President for Information and Education Technology/CIO.

The candidate will serve as an Instructional Designer / Media Producer supporting projects including the design, development, implementation and evaluation of courses, training, instructional packages, and programs. They are responsible for instructional design work as well as the full production/creation of such items as video, audio, graphics, etc. as directed by the Director of the ETI.

Responsibilities:
Design and develop face-to-face as well as web-based/distributed educational products and materials throughout all phases of the instructional and curricular design process. Analyze, design, develop, implement and evaluate educational content, products, etc(25%)
Work with stakeholders and teams to design and implement educational content, text, media, etc. and all associated products (outlines, scripts, scenarios, storyboards, etc) to develop final products. (20%)
Work with learning management systems (LMSes) and video streaming services to develop courses and projects.(20%)
Create complex educational assets, including branching scenarios, using tools such as Articulate Storyline and Adobe Captivate. (10%)
Create video products from pre- through post-production using Tricaster and Adobe Premiere or similar software. (10%)
Provide project management oversight to various deliverables. Work concurrently on multiple projects with different timelines and deliverables and multiple faculty/staff members. (5%)
Participate in, present or plan workshops along with other specialized training. Collaborate with people with different technical and cultural backgrounds to develop effective course content and learning activities. (5%)
May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Required Knowledge, Skills and Abilities:
Exceptional experience in the use of learning and instructional design theories.
Use a wide range of concepts, principles, and practices of face to face and distributed learning. The work requires knowledge of learning theory/cognitive science principles, methods, and practices; the use of data analytics; and techniques of instructional systems design. This knowledge should have been acquired through extended study as well as experience.
Expertise in higher education, training, curriculum, and instructional design processes.
Devise a compelling story from start to finish, acting as a bridge between imagination and what ultimately appears on screen. Develop those stories into engaging scenarios, dialog, and interactions based on project objectives and requirements (or from limited information), telling a tale that has emotional appeal.
Expert fluency with the use of learning management systems (LMSes)
Three or more years of experience in the use of a variety of DL tools to include, but not limited to Captivate, MS Office Suite, Google Products, TechSmith Camtasia, Adobe Captivate, Articulate Storyline.
Ability to brainstorm in a team with experts in other fields to take otherwise uncompelling content and transform it into a meaningful, educationally sound, and interesting product(s) for use in F2F or online learning.
Provide technical knowledge, expertise, and guidance about evidence- based/researched practices for instructional design and video production.
Ability to engage with, listen to, and learn from a broad range of stakeholders, encouraging meaningful participation.
Ability to identify limitations of own expertise and devise methods for acquiring additional expertise when necessary.
Ability to educate others about educational concepts and methods.
Expertise in working with university faculty to enhance both face to face instruction and distributed learning (DL). It is preferred that the candidate has proven expertise in health sciences (medical) related fields.
Experience in multimedia processes models and research.
Familiarity with TV production techniques typically used in live or recorded programs.
Experience with Adobe After Effects and/or Adobe Premiere or related software.
Possess exceptional verbal and written communication skills. The candidate will work extensively with others and must have the ability to articulate thoughts in verbal and written communications in an advanced manner as well as be able to provide graduate level writing skills.
The candidate should be able to edit and write concisely, quickly and compellingly. The candidate should have academic journal examples of work as well as the others.
Be prepared to show examples of their work and highlight within their resume the educational projects using the tools and methods described in this job description along with highlighting their specific role(s) for each example.
Knowledge of Section 508 and other regulations, or standards.
Must be self-directed with a teamwork orientation.
Must be able to problem-solve and find solutions to educational, technical and training challenges.
Must be able to work independently in a fast-paced environment and meet project deadlines.

Desired Skills:
Experience with Adobe Illustrator, Adobe Audition, Adobe Photoshop, and preferably 3Ds Max or Cinema 4D.
Knowledge of and experience in user Interface Design (UI).
Knowledge of AE Expressions, JavaScript or other Object-Oriented Programming and APIs.
Ability to analyze, synthesize and create reports on a variety of qualitative and quantitative data.
Ability to review software, conduct product testing, and provide reports on reviews.
Experience with applying data visualization techniques to tell the story of the data, leveraging data to inform decision making and structured and unstructured text mining methods and techniques.
Minimum Education: Master’s degree in education, instructional design, instructional technology, media/multimedia or related field is required.

Minimum Experience/ Training Requirements: 6-8 years of relevant work experience required.

Work Environment: Set in an office work environment.

Background/Security: Eligibility to obtain and maintain a Tier I investigation/Public Trust and a Common Access Card (CAC).
